Fifa under scrutiny after new claims

Just when you thought you had heard it all about Fifa and its handling of the selection process for the 2018 and 2022 World Cups, along comes more.


Just when you might have assumed it could not get any worse, it does.

More intrigue. More suspicion. And more allegations.


The publication by the Culture, Media & Sport Select Committee of a submission given to it by the Sunday Times newspaper contains some eye-catching claims.


Not least, that the England 2018 bid and its associates "had commissioned high-level intelligence-gathering and surveillance on the other countries bidding to host the 2018 and 2022 World Cups...the bid paid private companies and individual consultants to spy on its rivals in the run-up to the vote in December 2010".

Later, it is claimed the bid had "received assistance from Britain's official security services to set up surveillance countermeasures because they feared Russia was spying on them when they met with voters to ask them to back the England 2018 bid. The security officials had advised them to lock their phones in lead boxes during such meetings and swept the rooms to make sure they had not been bugged".


It reads like something out of a John le Carre novel.

So what does all this mean for Fifa? And for Russia and Qatar, whose bids feature prominently in the submission?

After all, a source connected to the England 2018 claims the following: "We did have intelligence that states paid bribes to Fifa members…The [England] bid was never going to win because of the corruption on the other side."


While these are new claims, the sense is that this is the continuation of a theme. Many observers believe that Fifa stopped functioning as a credible governing body a long time ago, and that the way the hosts of the 2018 and 2022 World Cups were chosen was entirely flawed. This, for many, will merely reinforce that suspicion.


Both Russia and Qatar, who four years ago won the right to stage the 2018 and 2022 World Cups respectively, have always denied any wrongdoing, and their bids have recently been cleared by Fifa's ethics chief after a two-year investigation (albeit one that lost much credibility after a summary of its findings was disowned by the investigator himself) .


However, football's world governing body has still faced calls to re-run the voting contest.


Whether it is the stifling heat of the gulf state's summer, the treatment of migrant labourers or allegations of corruption in the bidding process, Qatar in particular has been under siege from critics who say it should never have been chosen to host the tournament in the first place.

Fifa has become used to fighting off accusations about votes being sold in World Cup bidding races, members of its executive committee using office for personal gain, and collusion between bids.


So expect more of the same, especially when the Sunday Times itself admits: "While we have made efforts to corroborate the information...it has been impossible to verify many aspects of the intelligence which we are told the England 2018 team compiled independently."

The newspaper's information certainly makes for fascinating reading, but appears to fall a long way short of the clear proof or solid evidence that would force Fifa into a sensational revote.


Even though the Football Association admits that it did indeed engage with "media and corporate affairs consultants engaged on a confidential basis to gather intelligence", the Sunday Times' submission relies on claims, recollections and rumours from anonymous sources, about a secret database that it has not seen.


As one England 2018 source tells the newspaper: "A lot of it was just outlandish stuff you hear on the circuit..." The same source, according to the submission, "said that although the information was 'fascinating' it was just intelligence and, therefore, not enough to prove corruption conclusively on its own."


To be clear, the Sunday Times is only able to publish many of these fresh allegations because a parliamentary committee has posted them on its own website. So the newspaper and anyone else who repeats the claims are protected by parliamentary privilege.


It is reminiscent of 2011 when former FA chairman Lord Triesman used parliamentary privilege to allege that four senior Fifa officials had asked for inducements to vote for England.

This time though we do not know who exactly is making the allegations. So do not expect this to finally prove the tipping point that means that Russia and Qatar are about to lose the right to host the World Cup, or that Sepp Blatter is now certain to be denied a fifth term as Fifa president.


In fact, just as these latest allegations went to press, Blatter appeared stronger than ever, reportedly securing the full support of the Asian Football Confederation at its 60th anniversary celebrations in Manila.


Blatter may have lost all credibility here in the UK. He may have lost the support of Uefa ahead of next year's presidential election. But elsewhere it seems he has no such concerns.


And no doubt at Fifa House in Zurich, these latest allegations will be dismissed by many as just another conveniently-timed attempt by a negative English media to deflect attention from its country's own failed bid.


Having said all that, these latest allegations do raise some very serious questions.

Why exactly was the England bid spying on its rivals, and how comfortable should we be with that? Does the database of intelligence exist, where is it, and what form does it take? Does it contain any clear evidence to back up some of the sensational claims of vote-selling and collusion referred to, especially when it comes to Russia and Qatar? Why exactly has it taken until now for these claims to come to light? Is it true England 2018 "agreed a collusion pact with the South Korea 2022 bid on the eve of the secret ballot" in a breach of Fifa's rules? Will these allegations be of interest to Michael Garcia - the American lawyer who last week opened formal proceedings against "a number of individuals" including three Fifa Exco members following his disputed investigation into the bidding process? Could they interest the Serious Fraud Office as it considers whether to launch a full criminal investigation in the UK - and whose ability to do so will be raised in an adjournment debate in the Commons on Monday?

It seems inevitable that latest allegations will heap yet more scrutiny on those that run the sport. They will no doubt lead to more demands that the full findings of Garcia's investigation are published. More calls by some for a boycott of the World Cup, and for a breakaway from Fifa.


More expectations that a realistic challenger - most likely Prince Ali of Jordan - will stand against Blatter next year. And that perhaps most importantly, more sponsors will turn their backs on an organisation and showpiece event that appear more tarnished than ever.


This week on a visit to Belfast, Fifa secretary-general Jerome Valcke expressed his hope that football could soon finally move on from the turmoil and tumult of recent weeks. That it might finally achieve closure after so many months and years of damaging allegations of corruption.


Today, such closure seems a long, long way off. This tawdry saga shows no sign of abating, and it shames the game - and those that run it.

Supporter dies after clashes in Madrid

An injured Deportivo La Coruna supporter was taken to hospital where he died following clashes between rival supporters in Madrid

A supporter died after violent clashes between fans before Atletico Madrid's home match against Deportivo La Coruna.


The unnamed Deportivo fan, 43, was taken out of a river near Atletico's Vincente Calderon Stadium suffering from cardiac arrest, hypothermia and head injuries and died in hospital.


Eleven other people were treated for mostly minor injuries, including a female police officer.


Twenty people were taken into custody with 100 troublemakers identified.


The violence near the stadium was condemned by both clubs and the Spanish league.

Atletico chief executive Miguel Angel Gil Marin was outspoken in his condemnation. "It's disgusting - that scum has no place in football," he said. "I only hope they identify those responsible and they can't repeat such deplorable acts as these."


Atletico president Enrique Cerezo, speaking before the death of the supporter was announced, told Spanish television: "I want to say that this has nothing to do with football.

Despite taking the lead through Rickie Lambert's goal, Liverpool's lack of resolve and leadership after Dwight Gayle's equaliser was alarming. Former Reds defender Jamie Carragher was scathing as he accused Liverpool of lacking leadership and being "bullied and weak". 


Monday came with word from inside Anfield that there was no immediate pressure on Rodgers's position - surely the correct course of action given what he had almost delivered not so long before.


The prizes on offer, not least financially, and the penalties for defeat inevitably apply pressure more prematurely, but the idea of Rodgers being anywhere near losing his job at this stage of the season - barring a meltdown of epic proportions - would rank close to knee-jerk.


If producing the sort of football Liverpool did under Rodgers last season, so much inspired by the departed Luis Suarez, cannot put credit in the bank then it is hard to know what will. Apart from trophies, of course.

Bruce Grobbelaar: Simon Mignolet is the problem at Liverpool


If Rodgers thought this was harsh, he was almost showered with praise compared to Mignolet, who was on the receiving end of unequivocal criticism from one of his predecessors.


"I was slaughtered last year by Liverpool fans saying I was too harsh on him," said Grobbelaar. "I'm not being too harsh on him. Not at all.


"I likened him as worse than Dracula because at least Dracula comes out of his coffin every now and then. He seems to stay on his line and that's it."


At least it was a twist on goalkeepers being called Dracula because they were afraid of crosses.


Quite how Grobbelaar would have reacted at being rinsed so publicly by one of his predecessors is anyone's guess (very badly would be most people's guess) but things would get worse for the Belgian before they got better.


There was a measure of vindication for Grobbelaar when Mignolet fumbled for Ludogorets' opening goal, and Liverpool's deficiencies at set-pieces saw them concede a late equaliser, but goals in between from Lambert and Jordan Henderson saw the Reds earn a 2-2 draw.

It was an indictment of the club's summer transfer policy, and the lack of impact the players have made since arriving at Anfield following the £75m sale of Suarez to Barcelona.

Victory over Stoke ended a run of four league games without a win - their worst run under Rodgers since a five-game winless streak in his first five games at the club.


Defender Glen Johnson's goal was his first in the league since December 2012, ending a run of 58 league appearances without a goal.


The roar of celebration and relief that rang around Anfield following the winner was an illustration of how important this victory was for Liverpool and their manager.


Rodgers insisted Gerrard was left out with a nod to a busy schedule, but this may still be seen as an important moment - when he no longer counts as an automatic choice. He still has enough in his weaponry to make key contributions but the day has arrived when he requires careful management.


As for Mignolet, he felt the frustration of Anfield when he was loudly ordered to speed up when taking goal-kicks, but he also produced two crucial saves from Stoke's Bojan Krkic, the second a flying, fingertip save deep into seven minutes of stoppage time from a brilliant volley.


So at the end of a week of turmoil, the keeper left Anfield with a smile and Rodgers, at least for now, will be free of questions about the security of his job.


It is surely no more than he deserves after the rapid progress of last season.

The Sun's original headline, above the 2003 story of former heavyweight champion Frank Bruno's admission to a psychiatric hospital, did not last long.


"Bonkers Bruno Locked Up", was changed to "Sad Bruno in Mental Home" by the time later editions rolled off the presses.


The revised words were still criticised by mental health charities.


Eleven years on, after high-profile cases including Stan Collymore, Marcus Trescothick, Neil Lennon and Robert Enke, has the reporting of mental health issues in sport improved?


A panel including cricketer Michael Yardy, whose depression became public knowledge after he left England's 2011 World Cup campaign, and the Professional Footballers' Association head of welfare Michael Bennett met at MediaCity UK in Salford to discuss how they would change reporting of mental health in sport.


It may be tempting to look for indications of a sportsperson's mental health while they are under the spotlight in competition.

But it is often when people are free to reflect, rather than when they are consumed by the action, that problems can arise.

"After I left the World Cup, Geoffrey Boycott took my depression to be a reflection of my performances,"  explained Yardy.


"But it is not always about performance.


"There are times that I have performed brilliantly, driven home, gone to bed and not been right in myself.


"I think I had my worst bouts of depression during the winter months when I have been away from cricket.


"Sometimes it is actually nice to have the ball and bat in your hand and it is just you in that moment.


"Conversely fielding can actually be quite difficult because if you have bowled a bad last over or something you can 'catastrophe' things."


"There is an assumption in the media sometimes that something on the field of play has triggered these issues and it is not always the case," added Daily Telegraph columnist Jim White.


A survey by mental health charity Mind earlier this year showed that 60% of people were encouraged to seek help for their own mental illness after learning about a sportsperson with similar problems.


Coverage of a sportsperson's problems will have an effect on those consuming it just as it does on the star at the centre.


"The way that these are issues are dealt with around big heroes in the sports pages is read, watched and listened to be people who suffer from depression themselves," said White.


"If the analysis is that a sportsperson should have nothing to worry about, then you start to question the validity of your own problems.

"The way we deal with it is not just to be sensitive to the suffer themselves, but the way it is presented to everyone else."

But Trott later revealed that he was "emotionally and mentally spent" rather than depressed when he flew home. Former England captain Michael Vaughan said that he felt conned by the impression that Trescothick and Trott's cases were similar.


"A lot of players come to talk to me about things and I'm happy to speak to them but I have my own issues and everyone is very different," said Yardy.


"It is very dangerous to say that one case of depression is the same as another."

Stories about mental health issues tend to focus on the trauma suffered, rather than the triumph over the odds.

"We never talk about positive mental health, it is always seen negatively," said Bennett.


"We need to change that around so it is seen as a positive that someone is confident enough to come forward and share their issues."


"People who have suffered with mental health are actually very strong in that they have kept it inside so long and continued on in spite of it," added Yardy.


It is the white noise to which the serious business of the dressing room is played out to - joking and joshing, mockery and mirth. But does banter have to stop when it comes to mental illness?


"In a strange way I embrace it, because the worse thing can be that people feel they can't have a joke with you," said Yardy.


"People do take the mickey out of me, but in a closed environment and they know the boundaries. You obviously have to know somebody very well."

City keen to decide on Lampard loan

Manchester City boss Manuel Pellegrini says the club are keen to resolve on-loan midfielder Frank Lampard's future at the Premier League champions.


The 36-year-old former Chelsea star joined Major League Soccer side New York City FC in July and is due to return to the US in January.

The 26-year-old England international is on loan from Manchester City and enjoying life in the historic city of Florence.


In an interview with BBC's Football Focus, he reveals why he had to leave City - a club he joined at 14 and represented for 12 years - after manager Manuel Pellegrini "lost a bit of faith" in him.

Richards: "It has been easy. The lads have been great with me. There are two players here (Stefan Savic and David Pizarro) who were at City and they have taken me under their wing. Off the field, it is a beautiful city, so it has been easy to settle in."

Richards: "Signing a new contract with City would have been the easy way out. It is the club closest to my heart. I would love to stay there. But ultimately it comes down to how much you play. After I got injured, Pablo Zabaleta established himself as the number one right-back. And I hold my hands up, he did well. But there comes a time in your career where you have to do what is best for you. Coming here was the right decision."

When did you know the time had come to move on, that manager Manuel Pellegrini was perhaps not your biggest fan?


Richards: "He brought me off in the FA Cup against Watford. We were losing, I thought I was having a decent game. Not amazing. Not bad, but I wasn't the worst player on the pitch by any stretch. And he brought me off at half-time and brought a right-back, Pablo Zabaleta, on. No disrespect, a right-back isn't going to change the game. At that point, I thought maybe he has lost a bit of faith in me."


Did you feel you were a scapegoat by Pellegrini?

Richards: "There was a breakdown in communication. Before he was there, I was the number one right-back. I played the most. It wasn't like I was a young lad, I had eight years experience in the Premier League, I had won a Premier League, won an FA Cup."

Did you feel like you represented the 'old City'?


Richards: "Definitely. I wanted to stay there so long to prove to people you don't need to go out and spend £30m on a defender because you have got it here. I feel a little bit sorry for the youngsters at City because they have got some really, really good youngsters. They are not going to get a chance because whoever is in the managerial role is under pressure to get results. The manager has to pick the best team that he see right for results, whether the players are English, Spanish, Portuguese."


What was your relationship like with Mancini?

Richards: "I wouldn't say it was a love-hate relationship but, if you weren't playing well, he wouldn't beat around the bush. He would just say: 'What's going on? Why are you not playing well? Come on.' I don't want to give away his tricks, but he said things to the media to get a reaction from his players. Some players like that and some people don't. But for sure, he was one of the managers, along with Stuart Pearce, Sven-Goran Eriksson, Steve McClaren, they all got the best out of me.

Richards: "Yeah, of course. I followed Arsenal as a kid, but I always look out for City. I really do want them to do well. I know the people that are still there, who were there when I was. It means so much to them. I know there are a lot of new people who have come in. They think they know the club, they think they can take the club in the right direction. Some do, some don't. The people who have been there for a long time, when we were in the Second Division and still getting 30,000 fans, they are the true City supporters. The ones that come to the game and are moaning when we don't win 5-0 or 6-0, they aren't the true City fans."


"He is rarely injured. He is like a machine. And even if he is injured, it isn't for long. I did my hamstring and was out for two weeks. He did his and within six days he was back playing."


Do you think you will ever play for City again?


Richards: "I would never say never but, if I am being realistic, I don't think I will. But I do believe I will work at the club in some capacity in the future."
